HRDC Claim Basics: What Every Malaysian Employer Should Know

"We have HRDC funds, we just haven't used them" is one of the most common things we hear from Malaysian employers. Here's the basic mechanics, in plain language.

The levy, in one paragraph

If your organisation is registered under the Pembangunan Sumber Manusia Berhad (PSMB) Act, you contribute a levy to HRD Corp (Human Resource Development Corporation) based on your payroll. That levy sits in your organisation's account and can be used to fund approved training — including programmes delivered by registered training providers such as OPERiONPlus — rather than paying for training separately from your operating budget.

Why levy balances go unused

In our experience, unused levy usually isn't a lack of funds — it's a lack of a clear next step. Nobody is assigned to track the balance, HR doesn't know which programmes qualify, or the claim process feels administratively heavy compared to just skipping training that quarter. None of those are technical barriers; they're process gaps.

What actually needs to be true for a claim to work

  • Your organisation is an active, registered HRD Corp levy contributor
  • You have a sufficient levy balance for the claim
  • The training is delivered by an HRD Corp registered provider
  • The claim is submitted through HRD Corp's official e-TRiS system, following current HRD Corp requirements

A better way to think about it

Treat the levy less like a compliance fund to "use up" and more like a budget line for a real skills gap. Programmes that map to an actual problem — like scam awareness after a near-miss, or AI training after leadership asks "are we behind on AI?" — get used, remembered, and applied. Generic training booked just to spend the balance rarely does.
